Track relationships of EdOrgs to student assessment results

See tickets in the epic. The core task here is to determine what are the most common and impactful (in terms of utility to analytics) relationships between student assessment results and EdOrgs. 

There are many types of possible relationships:

• Enrollment - where was the student enrolled when the assessment was administered
• "Owenrship" or "attribution" - to what EdOrg should the results be attributed? Note that this might be defined by enrollment
• Geographical - where did the student physically take the assessment

Note that this list is intended to be illustrative only, not a list of relationships the model should capture.
