Update sample data to 4.0.0

Sample data files in the Ed-Fi-Standard project need to the new data model version number in the XML files, instead of 3.3.1-b.

AC: 

• Verison's number should be 4.0.0-a
• File in this space are what need to be updated: 

https://github.com/Ed-Fi-Alliance-OSS/Ed-Fi-Standard/tree/main/Samples/Sample%20XML

• Should be a simple find and replace, if more say something.
