Compare state extensions to identify options for data model growth

Look at state extensions to determine use cases / elements that are shared across states.

It may be necessary to look at state data requirement documentation to determine element semantics and find overlaps. It is NOT sufficient to use element names to do this, if there is any lack of clarity.

Outcomes

• A report on TechDocs of overlaps in state extensions that may be data model expansion opportunities.
• Any general reflections on similarities in state use cases that might present opportunties
