Define Credit Category descriptors

We originally elected not to define credit category descriptors as the sense was that many needs for these are local (for example, see the usage proposed in DATASTD-1600

However, it is clear that many categories are shared and should be defined, such as 

• "Honors" 
• "IB"
• "AP"
• etc.

We should look at common categories and suggest a standardized list.
