The following fields in `staffs` have ambiguous definitions. Here's what they are:

`yearsOfPriorProfessionalExperience`: The total number of years that an individual has previously held a similar professional position in one or more education institutions.

`yearsOfPriorTeachingExperience`: The total number of years that an individual has previously held a teaching position in one or more education institutions.

Is this supposed to be previous to their employment at the district? previous to the current year?
