StudentIndicator Period Does Not Capture Indicator Value

User Story

As an LEA or SEA employee that relies on the Ed-Fi ODS for reporting, I would like to track certain metrics for students over time and see when particular metric values were valid.

Ideally, this would be stored in the StudentEducationOrganizationAssociation -> StudentIndicator and StudentIndicator -> Period elements. However, Indicator is not included as part of the key for StudentIndicator or StudentIndicatorPeriod and so it appears the Period only tracks when a student had any value for a particular IndicatorName, and not what the specific value was for a given period.

Would it make more sense to instead make Indicator be a part of the key?
