Period is of limited value on EducationOrganizationIndicator

This came from TPDM. There was a need to use Period on EducationOrganizationIndicatorin order to capture a history of the values for that entity. However, since the key of EducationOrganizationIndicator is the Indicator, there is no way to reflect that the value of the indicator varied across different time periods.

It has been noted that this really is not a data standards issue: from the Data Standard perspective, components parts (aka common types, like EducationOrganizationIndicator ) only derive their identity from the classes to which they are attached. In the Ed-Fi API specs, when a class/API resources is POSTed, the components parts of that class/API resource are simply removed and replaced with the new ones.
