- Problem Addressed: Districts are not always able to provide the full set of data required to reference an EducationOrganization for CourseTranscript ExternalEducationOrganization.
- High-Level Reasoning: The ExternalEducationOrganization reference on CourseTranscript is intended to provide a way to capture credits earned from outside entities in a student's transcript. However, there is a large set of required fields in order to define and EducationOrganization that districts may not know. Adding an ExternalEducationOrganization name field that is an optional string provides a place for some reference to an outside entity without the additional burden of defining the EdOrg in full. Ideally, the NameOfInstitution field should only be used to identify external education organizations where the data to create the full EdOrg entity is not available.
* Changes Made: Add ExternalEducationOrganizationNameOfInstitution as an optional element on CourseTranscript.
Original Ticket Description:
For a school district to provide a full reference to an External Education Organization for transfer credits, the only option right now in the model is the ExternalEducationOrganization reference. This requires a district to include any previous districts that provided transfer credits for students to be included in the ODS.
An alternative would be to allow districts to simple put in the name of the external district when a direct reference is not available.
