Update SpecialEducationSetting Descriptor to Align with EDFacts

Update the Ed-Fi value set for SpecialEducationSetting descriptor to match the EDFacts lists from FS002 and FS089.

New values can be done without breaking the model. Any values marked for removal should be deprecated initially and removed at a later, breaking release.
