Update ReasonExited Descriptor to Align with EDFacts

Update the Ed-Fi value set for ReasonExited descriptor to match the EDFacts list from FS009.

New values can be done without breaking the model. Any values marked for removal should be deprecated initially and removed at a later, breaking release.

Basis of Exit

The reason children who were in special education at the start of the reporting period, but were not in special education at the end of the reporting period.

This one has differences in the wording on almost all of them - I would update the complete set to match what is in EdFacts
