Update LanguageInstructionProgramService Descriptor to Align with EDFacts

Update the Ed-Fi value set for LanguageInstructionProgramService descriptor to match the EDFacts list from FS116.

New values can be done without breaking the model. Any values marked for removal should be deprecated initially and removed at a later, breaking release.
