Calendars should reference ed orgs and not schools

In Idaho all of the calendars are defined at the district level.  Even when a school has a one-off special schedule the calendar gets a unique ID at the district level.

in other implementations I have seen 95% of the time every school is using the same calendar that is defined at the district level.  Modeling this at the school level means a lot of duplicated data (especially when you consider the calendar events).  

As part of this change I would consider moving calendar off of StudentSchoolAssociation and on to StudentEducationOrganizationAssociation
