Definition of educationOrganization Address is confusing

From the 3.2b handbook EducationOrganization page. Address is a collection, but the definition is "The set of elements that describes the physical location of the education entity, including the street address, city, state, ZIP code, and ZIP code + 4." This initially made me think that this field should only be given the physical address for the ed org and not the mailing address.

My assumption is that this should include the mailing address too since there isn't any other field for that. Is that correct?

If so, I think that this definition should be revised.
