Add Person reference as part of identity to Credential

User Story

As a TPP or state agency I would like to:

1. define and track the requirements of a credential/certification separate from the individual with whom it is associated
2. and track an individual's certification/credentials or progress toward completing their certification requirements.

Notes

The TPDM v0.8 release has addressed the above use cases by creating a Certification Catalog (Certification domain entity) to track certification/credential requirements separate from an individual and requires a Person reference on Credential to track an individual's progress towards a certification.

It follows to add a Person domain entity reference as part of the identity for Credential to the core model.

Note, this would be a breaking change to the current core model.
