Consider renaming StaffSchoolAssociation ProgramAssignment

The existing name could be confusing with the StaffProgramAssociation elements. We should consider renaming this element to be more in line with the data stored. Something like "Staff Category" might work.

Should also look why this is part of the StaffSchoolAssociation key.

Both of these are breaking changes and so should wait to be considered for the next major release.
