Consider making StaffEducationOrganizationEmploymentAssociation.Department into a descriptor or new domain entity

This would be a good ticket to raise with an HR work group.

Because it would be difficult to come up with a standardized list that works across all implementations, moving Department to its own domain entity may be preferred over descriptor.

Need to check if the Teacher Prep Data Model includes this in the design.
