Consider making SchoolId on DisciplineIncident an EdOrg ID

This report came from PowerSchool, and is quoted below (with light edits for context):

Can the SchoolId on DisciplineIncident be the LEA Id for incidents reported at the district level - for example an after-hours incident where multiple students were involved? If we report the incident for each student's enrolled school, we get separate incidents because schoolId is part of the key.

I ran into this yesterday when I was trying a gang-related incident with 2 students from different schools. The [PowerSchool] UI allows district-level incidents so selecting district rather than either of the two schools made it one incident with two perpetrators. But I'm not sure if Ed-Fi allows that for publishing.
