Description
When SIS's develop a core Ed-Fi plug in how should Student Disabilities/Characteristics/Indicators be reported via the API.
See attached questions from IC and attachment from MNPS regarding economic disadvantage
What should be the best practice for core 2.x ed-fi implementation
- Report as characteristics since they have effective timing/dates the attributes that are evaluated by a yes or no value and attributes with the possibility of multiple values report them as indicators so that they can reflect effective timing/dates
- Report as StudentPrograms
- Program participation from Student resource
[With all options above have SIS's ignore and not report the values for that are in the student resource such as

- economicDisadvantge
- limitedEnglishProficency
- schoolFoodServicesEligibility
- disabilities
What about for 3.x?
