Finance Domain - Proposal

Create a proposal which would address the following questions:

1.  What is the model for (Use Case Description)?

2.  Does the model tend to address only the SEA use case or both the LEA and SEA use cases?

3.  Is it meant to address ESSA reporting requirements only or beyond ESSA?

 I've attached the finance domain models and a template proposal to help to put together this proposal.  

The idea is to use the more formal (but hopefully not bureaucratic) governance process fully here. The proposal need not be very long (hopefully it is 1-2 pages), but it should cover items such as:

• Summary
• Use casesAlternative Finance Models v3.pptx
• Description of changes
• the model goes here, but also needs to say what the release vehicle is – a change to core or a set of domain extensions? Also 2.0 or 3.0 or both?

• Alternatives considered
