Ambiguity in data standard v3.0 - programs representation

In V3 with the /studentEducationOrganizationAssociation there is a ProgramParticipation collection property. From a Ed-Fi community standard, how should we use this versus /studentProgramAssociations? Lots of options in regards to programs and I think the different implementations will handle this in various ways unless there is guidance. We need to tackle this to avoid causing some interoperability issues with vendors / SEA implementation confusion.
