assessment title max length is overly restrictive

The assessmentTitle in the Assessments API, and the assessmentReference.assessmentTitle in the objectiveAssessments API both have a 60 character limit. Our Assessment titles have a limit of 100 characters, and currently our longest title is 71 characters.

If we were to cut down the title to 60 characters, there's a strong likelihood that the test name would not be unique. In this case, the only thing we could rely on to identify uniqueness would be the assessmentVersion, which in our case would be a uuid. This seems less than optimal. If there's a workaround you see, please let me know - we are open to alternate ways to solve the problem.
