GraduationPlan key in api is too limiting

The GraduationPlan key in the api doesn't allow multiple graduation plans in the SIS to be mapped to the same descriptor.  Since the key only contains the educationOrganizationId, typeDescriptor and graduationSchoolYear, we can only send one plan per year per type.  If a property for the local plan name is added to the object and the key, we would then be able to accurately map our system's graduation plans to Ed-Fi.
