Remove languages not likely to be used from the standard language descriptors

The current standard languages is based on the ISO-639-3 set, and has incorporated 7000 entries into the set. It is unclear if so many are necessary. The task is to look into a way of reducing this list.

Since the Ed-Fi definition is tied to the ISO list, any languages removed can always be added back as needed.
