Update sample data for Data Standard 3.0 final

The task is to update sample data to work with the final version of Data Standard 3.0. This includes:

• Fixing existing sample data where the model changed (e.g. GradingPeriod key)
• Adding data for new entities and attributes, both required and optional

Existing sample data should not be removed unless the data entities for that data have been removed.

Process-wise, we can go through the tickets one-by one (perhaps MODL tickets are simpler) and decide for each if it merits new sample data.
