Correct Descriptor Discrepancies

Some discrepancies in descriptor sample file values against their corresponding map types were detected during analysis on DATASTD-1088 (see attached).

To summarize:

• The ShortDescription field for Types has a bigger maximum length than that for Descriptors. There are a few cases where a corresponding CodeValue/ShortDescription in a sample descriptor file has had to be shortened and therefore varies from the map type value. Propose shortened values of the map type values to be used in the descriptor file.
• The SchoolFoodServicesEligibilityDescriptor sample file values are in PascalCase (spaces have been eliminated), whereas the corresponding type values have spaces between words. Add spaces to those that are PascalCase to make them consistent.
• The DiscplineDescriptor sample file includes duplicates of two of the type values with hyphens added ("In School Suspension","In-School Suspension", "Out of School Suspension", "Out-Of-School Suspension"). Remove duplicates with hyphens.
• The namespace for the TeachingCredentialDescriptor is incorrect. Correct the namespace.
