Update Sample Descriptor xml files to align with map types

Summary of outcomes for Data Standard 2.1

• Problem Addressed: Analysis conducted for DATASTD-1042 surfaced several descriptor map types in which a corresponding value did not exist in descriptor sample xml files
• High-level Reasoning: A sample record should exist in the sample descriptors for each map type value.
• Changes Made: Made the following changes:
  ● Added "Academic Honor" to AchievementCategoryDescriptor sample file;
  ● Added "Discipline" to ResponsibilityDescriptor sample file;
  ● Corrected "Correctional Facility" to "Correctional Facilities" in SpecialEducationSettingDescriptor file to match map type value;
  ● Added generic "Trimester", "Quarter", and "Semester" values to TermDescriptor sample file;
  ● Created LicenseTypeDescriptor sample file to contain values in LicenseTypeMap

DATASTD-1042 prescribes that sample descriptor files and their map types should align. The updates to the map types in the standard will take place under DATASTD-1042.
