AssessmentMetadata Sample Xml has both id refs and identities

AssessmentMetadata Sample Xml have both assessment id refs and identities. The Sample Xml should probably only have one or the other. This is valid XML but a bad example.
The Api loader is unable to load as is currently. This also raises additional questions: If both are present which should the Api loader choose to load? What if the id ref points to a different assessment than the identity?
