Standards.xml Sample data has incorrect Namespace values

This is causing errors when trying to load data with the Api loader.
Error: "Access to the resource item with namespace '111.32.NA.A.1.A' could not be authorized based on the caller's NamespacePrefix claim of 'http://ed-fi.org'."
