State Organization Id VS School Code

While doing the Portland data mapping the client has raised the issue with mapping their school code to the StateOrganizationId field. Their school code is the unique identifier that needs to be mapped to the StateOrganizationId field, however they feel uncomfortable with doing so since the field since the field specifically asks for 'The identifier assigned to an education organization by the StateEducationAgency (SEA)'.
