Eliminate Overlap of StudentCharacteristic Values with Programs

Several of the values in the StudentCharacteristicDescriptor overlap with a program, which is contrary to the intended usage for the StudentCharacteristic common type. For example:

• Migrant
• Neglected or Delinquent
• Section 504 Handicapped

These values should be removed and the annotation for the StudentCharacteristic common type should be updated to more clearly call out the intended usage. Additionally, the example enumeration values should be removed from the annotation.
