Should Finance Domain include School

Summary of outcomes for Data Standard 3.0

• Problem Addressed: The Finance domain and corresponding UML previously included some but not all subclasses of EducationOrganization, creating some confusion as to the types of Education Organizations that are covered by the finance model.
• High-level Reasoning: Since the real reference in the model is to the EducationOrganization, removing the EducationOrganization subclasses from the domain and corresponding UML conveys the idea that financial data may be tracked at any level of EducationOrganization without explicitly including subclasses in the UML / domain file.
• Changes Made: Remove EducationOrganization subclasses from the Finance domain metaed file and from the Finance UML.

Does the finance domain extend to cover tracking budgets and spending down to the School level, or stops at the LEA level?

In the Finance Domain, an Account has a reference to an Education Organization, but the UML only shows EdOrgs down to the LEA level. See https://techdocs.ed-fi.org/display/EFDS21/Finance+-+UDM+v2.1
