Add Optional SchoolID to TeacherPreparationProvider and University Domain Entities

Currently there is an issue with being able to connect domain entities in Core to domain entities in TPDM where an EducationOrganizationReference is required.  Core typically uses a reference to SchoolId and TPDM tyically uses a reference to an EducationOrganizationId.  

Proposed solution:

Add an optional SchoolReference to the TeacherPreparationProvider and University domain entities so that there can be a more straight forward reference between Core and TPDM.

Description:  Captures a SchoolId of an equivalent "school" created to allow X to be used in Ed-Fi core domains that are school- rather than education organization-centric (e.g. bell schedule, discipline, enrollment, gradebook, graduation, report card, school calendar, sections and programs, special education, staff, student attendance, student cohort, teaching and learning).  This is a different ID than the X EducationOrganizationId.
