Should candidate aid be a domain entity

Candidate aid is currently a common type and not a domain entity. This means that financial aid information can not be loaded as a process separate from the candidate itself. 

As part of the starter kit work we've talked to a number if EPP's and some of them keep their financial aid information separate from general SIS data. So it might make sense to allow aid information to be loaded separately from candidates themselves.

Does promoting aid to a domain entity and giving it it's own endpoint make sense?
