Move fields from Applicant to Application

The same applicant could apply to more than one EdOrgs or the same EdOrg multiple times.  Users want the abiltiy to capture the data per application rather than at am Applicant level.  

Move the following elements to Application:

• HighestCompletedLevelOfEducation
• YearsOfPriorProfessionalExperience
• YearsOfPriorTeachingExperience
• HighlyQualifiedTeacher
• HighlyQualifiedAcademicSubject
• ScoreResult
• GradePointAverage

Remove EducationOrganization from Applicant and update the description text for EducationOrganization on Application to read 

"The Education Organization to which the applicant is submitting their application. "
