Description
In response to Staff, Teacher Candidates and Ed-Org becoming targets of survey sections (specifically SurveySectionResponseRating since a SurveySectionResponse didn't exist) a question was raised about the SectionRating on SurveySectionResponseRating being required and the effects that might have.
If left as is, many times the SectionRating would have non-relevant values.
Solution: Rename SurveySectionResponseRating to SurveySectionResponse and make the SectionRating optional rather than required.
SurveySectionResponse: Optional information about the responses provided for a section of a survey.
