Summary of outcomes for Data Standard 3.2
- Problem Addressed: Term completion does not always align with an ExitWithdrawType.
- High-level Reasoning: Rather than create new descriptor values for every possible outcome, a simpler solution is to create a new element on StudentSchoolAssociation to denote if the student completed the term, regardless of the ExitWithdrawType.
- Changes Made: Added an optional boolean TermCompletionIndicator to StudentSchoolAssociation.

In Wisconsin, they have identified a need to separate the tracking of term completion with the ExitWithdrawType that is not met by the current data standard.
While a student may have exited with a "dropout" (or other) ExitWithdraw type, they may still have completed the necessary coursework to be considered to have completed the term. While a workaround could be used creating a duplicate set of ExitWithdraw descriptor values such as "Dropout (with completion)", that's a sub-optimal solution.
Our recommendation at this time is to create a bit value element extension on StudentSchoolAssociation. This ticket will track the issue for possible inclusion in a future release of the Ed-Fi data standard.
