Bring TPDM Performance Evaluation domain into Core

Story

We are interested in bringing the primary pieces of the TPDM Performance evaluation domain into core. Performance evaluations are used extensively in educator preparation, primarily as a way for institutions to determine that their candidates are meeting a baseline of capability when they are doing their clinical teaching rotation. Longitudinal review of performance evaluations allow an institution to determine not only the efficacy of it's candidates but also whether there is continuous improvement within the program.  Evaluations are a cornerstone of the Clinical Experience and Performance Starter Kit

History

Performance evaluation was added to the model in v0.8 and had no changes in v1.0, we have the following issues requesting changes for the domain:

• TPDMX-206 - Add evaluation date to key and add optional status to PerformanceEvaluationRating
• TPDMX-196 - Increase length of feedback (comments) field
