Course Transcript Entity needs to handle the same course receiving credit multiple times per term

Summary of Outcomes for Data Standard v3.3-b

• Problem Addressed: Need to capture partial credits earned over the course of a session in CourseTranscript.
  * High-Level Reasoning: **Two tickets have been raised with use cases where students may earn credits throughout a session and there is not a way to capture that in the model. This ticket notes high mobility programs and DATASTD-1555 notes multiple grading periods within a single session.
  * Changes Made: Add an optional common collection to CourseTranscript, PartialCourseTranscriptAwards, that includes EarnedCredits, MethodOfCreditEarnedDescriptor, NumericGradeEarned, and LetterGradeEarned where are all optional except EarnedCredits which is part of the key.

Original Ticket Description:

It is common in alternative education programs and with high mobility and incarcerated students for a series of "Partial Credits" to be given a student during a single term for a single course.  The student may receive different marks for each of the partial credits issued.  The current data structure of Ed-Fi does not allow this data to be reported to the ODS.
