Consider Revising the StudentAssessment PerformanceLevel Common

Based on discussion for DATASTD-1271, the following should be considered as changes to the PerformanceLevel common on StudentAssessment:

• Rename PerformanceLevel to PerformanceLevelAchieved.

In the field, it appears that some assessment vendors feel the need to submit all performance levels possible for a student and to mark one of those levels as "met" (PerformanceLevelMet = TRUE). Repeating all possible performance levels on StudentAssessment when these are already defined on Assessment does not appear to add any value. The rename could help clarify what data is expected at the StudentAssessment level.

• Review whether or not AssessmentReportingMethod should be included in the common.

Again, this appears to be duplicate data from the Assessment PerformanceLevel metadata. If this element is removed, then the common would go away and the descriptor would become a collection.
