Create a CTE-specific service common type and descriptor to match the model design for the other federal programs.

It is suggested we base the descriptor values on the CTE Career Pathway - these still need to be explicitly defined.

Will need to deprecate the existing, generic Service common type on the StudentCTEProgramAssociation.
