Discipline Action - duplicate field 'ReceivedEducationServicesDuringExpulsion' and discipline descriptor value 'Expulsion with Services'

NDE wants to finalize the discipline collection for year 2019-2020.  One of the things they need to know is when students who are expelled also receive services.  In Ed-Fi core, there seems to be two different ways to collect this information.

Discipline descriptors: There is a Discipline descriptor called Expulsion with Services

Discipline Action resource: There is a Boolean indicator in the Discipline Action resource called ReceivedEducationServicesDuringExpulsion

It does not matter which one NDE uses to capture the information.  I am inclining more towards the descriptor usage vs the Boolean field.  Thoughts?

What is the reason behind having the Boolean field in addition to providing in the descriptors?
