Summary of outcomes for Data Standard 3.2

• Problem Addressed: Currently Department has a max length of just 3. 
• High-level Reasoning: There is a need to have more than just 3 character codes to define a department. While a descriptor may be a better fit in the long run, increasing the max length to 60 would unblock this use case.
• Changes Made: Updated Department max length to 60.

Is it possible to modify the max length of an attribute in an existing entity? 

As an example, in the staffEducationOrganizationEmploymentAssociation entity, the department attribute has a max length of 3 characters. However, the department codes within our district are much longer - upwards of 7-8 characters. 

The work around for us would be to create an extension which would reference the staff entity.
