What Program Type Descriptor should be references in the Student School Food Service Program Associations resource?

In version 3.1 the new Student School Food Service Program Associations has a Program reference that is part of the natural key. When I pull down the Program Type Descriptors from the 3.1 ODS, I do not see an appropriate program type to align it to. Is there a recommended program type we should use?

I have attached a copy of the downloaded program type descriptors from the ODS.
