Need for specific program fields for English Learners

In Boston, we're under a DOJ agreement that requires us to track ESL minutes and how ESL services are delivered to students (in the gen ed classroom or outside), as well as track the student's overall ELD level. The ELD level generally should progress from 1 to 5 annually. The ELD levels are closely linked to ACCESS for ELLs test results, but are determined locally by school staff with additional data sources. We're having trouble fitting this data into the current program fields in the standard, and would be interested in exploring an EL program specific table, similar to StudentSpecialEducationProgramAssociation.
