    Description

      Summary of outcomes for Data Standard 3.2

      • Problem Addressed: External participants in discipline incidents are being tracked by SIS's and there is no way to record this data in Ed-Fi.
      • High-level Reasoning: External participants can not be expected to be a part of an identification system so it makes more sense to track these individuals by name. A participation code can record the person's involvement (e.g., Perpetrator, Victim, Witness). Staff may also be related to a discipline incident outside of just "Reporter". This use case is covered by DATASTD-1352.
      • Changes Made: Created a new common type DisciplineIncidentExternalParticipant as an optional collection on DisciplineIncident that includes FirstName, LastSurname, and DisciplineIncidentParticipationCode descriptor.

      Original ticket description follows:

      StudentDisciplineIncidentAssociation currently only tracks students as victims or participants in a discipline incident.  A staff member can only be listed as a reporter.  CEDS allows for a wide range of non-students to be listed as perpetrator, victim, reporter, or witness. (link to CEDS option set) New Mexico would like to be able to store information on at least the type of victim for incidents.
