Assessments has_many subjects relationship

ISSUE: In our system a assessment, which is a parent to a grouping of multiple objectiveAssesments, can span multiple subjects based on the alignment of each of the objectiveAssessments. If no changes are possible on the EDFI side, we are able to provide the most relevant subject, based on the assessments subject, however this won't be a true representation of all the subjects covered by the assessment. We do frequently have assessments created that span multiple subjects.

In addition, IRT: https://tracker.ed-fi.org/browse/DATASTD-1194 I'm wondering what will happen if we do make a unique reference of a objectiveAssessment -> Assessment (via a primary key as described there) and the Subject Descriptor no longer matches the parent assessmentReference.
