Course Characteristics are tied to Course in Ed-Fi - Need Section characteristics

Currently, the course characteristics are tied to Course in Ed-Fi but it is not state defined.  It is district sent.  We need to have them as section characteristics.  I will add some of the characteristics that are being used in production in NM and are being sent from the districts soon.  

Course Level Characteristics – NM uses more extensively than most states.  Powerschool has section-level overrides for the course values, but Ed-Fi does not support section-level overrides for CourseLevelCharacteristics.  For now, all we can do is publish the course-level values and ignore the section-level overrides. 

Q2: Will NM be adding an extension to sections for section-level characteristics?  One state has taken this approach.  Is there an alternative approach you’d like us to take?
