StudentSectionAssociation Completion Status

Multiple states have need of some kind of Completion Status field for a Student Class.

• MI extended StudentSectionAssociation with the CourseAttemptStatusDescriptor field.  It's used to indicate things like Passed, Failed, Incomplete, Withdrawn, etc.
• WI needs a Pass/Fail status.  They are considering using a Grade record but required GradingPeriodReference is not necessarily relevant.
• I've been told that AZ has something similar.

My suggestion is to add a new field to StudentSectionAssociation.  I would name it something like "CompletionStatus".  It should probably be a descriptor.
