Eliminate ProgramParticipation Common Type

• Problem Addressed: The ProgramParticipation common type referenced on Student and the StudentProgramAssociation contain redundant data. The ideal solution is for implementations to fully define program enrollments through StudentProgramAssociation and not ProgramParticipation. However, it's known that several implementations are using the ProgramParticipation common type, particularly to capture program eligibility data.
• High-level Reasoning: Since some implementations are known to be using ProgramParticipation, it will not be discontinued at this time. However, it will be relocated to StudentEducationOrganizationAssociation, as the records often point to program eligibility as determined by an LEA evaluation.
• Changes Made: Relocate the ProgramParticipation common type to StudentEducationOrganizationAssociation and remove from Student.

Determine the impact of eliminating the ProgramParticipation common type. It is suspected that several implementations are utilizing this common type, so any available documentation should be reviewed to determine who is using this common type, how it's being used, and what the impact would be if implementations were forced to use Program and StudentProgramAssociation instead.
